Community Development Plan: A Vision of Shenandoah, Texas

Shenandoah found itself at a critical juncture, with economic growth and prosperity signaling a need for the city to present itself as an attractive location for first-rate businesses and services while maintaining and improving the quality of life that the residents enjoyed. The Institute of Urban Studies devised a set of goals and strategies for the city derived from public meetings and designed future land use and transportation plans to help Shenandoah realize the aspirations laid out in its vision statement. An advantage noted was the fact that the city had a vast amount of undeveloped land within the city limits and the ETJ, which presented Shenandoah with the opportunity to transform into the great city it strove to be.
