PURPOSE: To perform advanced, specialized and administrative duties in designated human resources program or section area.Responsible for providing high-level support in the administration of a human resources program.
DUTIES AND RESPONSIBILITIES: Advises management on the formulation and administration of plans and policies for human resources activities. Acts as internal consultant by analyzing and recommending solutions to human resources issues relating to assigned program or section area. Develops, revises and implements human resources policies and procedures. Ensures program or section area is in compliance with established policies and procedures, Regent's Rules and Regulations and state and federal laws. Assists in the planning and organizing of assigned program or section area. Addresses departmental groups and serves as a liaison between the University and UT System related to HR matters. Prepares and maintains special internal and external reports as requested by immediate supervisor. Answers non-routine requests for information on policy interpretation. Assists with developing, coordinating and recommending changes for the improvement of work flow in the program or section area. Develops methods and procedures for compiling and analyzing data for reports and special projects. Conducts periodic audits of human resources activities to ensure compliance with policies and procedures. May plan, assign and/or supervise the work of others. May function as an assistant to the section manager or as team leader. Performs additional duties as assigned.Participates in professional development sessions or seminars. Works on special projects. Leads special and cross-functional project teams. Presents training sessions related to assigned program or section area. Attends meetings, conferences and seminars.
