PURPOSE: To plan, coordinate, and direct the analysis and definition of complex business and/or scientific problems which require computer solutions, and to provide the expertise necessary for the preparation, modification, and maintenance of computer programs for handling of such problems. Responsible for organizing, scheduling, and directing the activities of a team assigned to specific systems projects and which handles a variety of complex programming tasks.
DUTIES AND RESPONSIBILITIES: Working under the Systems Analyst in charge of a project, acts as technical consultant to the Systems Analyst and user management on systems and programming problems associated with the development or improvement of application. May direct the activities of a programming team. Researches and develops new and advanced techniques in systems design and programming. Develops the detail logic machine flow-charting and programming procedures to be used to implement generalized systems design diagrams. Presents technical briefings to user management. Participates in the formulation and implementation of departmental programming standards, policies, and procedures. Trains programmer personnel. Performs related duties.

REQUIRED EDUCATION-OTHER: Bachelor's degree in Accounting. Business Mathematics, or another appropriate field.
