PURPOSE: To provide skilled purchasing knowledge dealing with departments and outside vendors for the purpose of obtaining supplies and equipment. To plan, coordinate and supervise the activities of the Purchasing Department.Responsible for supervising the procurement process from the initial stages at the requisition level until complete and final settlement of all pertinent invoices take place. Insures workload is evenly divided and all requirements are processed in a timely manner.

DUTIES AND RESPONSIBILITIES: Supervise the daily operation of the purchasing office. Determine work priority for Buyers. Control and assign blocks of purchasing order numbers to buyers and selected departments. Periodically review buyer workloads and reassign department purchasing responsibilities as required. Advise and assist Buyers in purchasing procedures. Perform all normal buyer functions. Review purchase orders prior to publication and all buyer correspondence to departments and vendors prior to mailing. Confer with representatives from manufacturing  and commercial firms. Prepare and edit specifications for Sp and GSC Open Market Purchase Requisitions. Assist in the planning, organization and operation of the purchasing office. Trains and advised departmental personnel in purchasing procedures. Resolve purchasing problems between departments and vendors. Performs related duties.Prepares office reports as required.

REPORTING RELATIONSHIPS: REPORTS TO: General supervision from the Director and Assistant Director of Purchasing. SUPERVISION: N/A SUPERVISION-OTHER: Directly supervises Buyers I, II and other personnel.

REQUIRED EDUCATION: $education

REQUIRED EDUCATION-OTHER: Bachelor's degree.

REQUIRED EXPERIENCE / COMPETENCIES-OTHER: REQUIRED EXPERIENCES/COMPETENCIES: Three years of purchasing experience. C.T.P.M. or equivalent certification, or ability to obtain the certification within 18 months of hire date. OTHER REQUIREMENTS: PC, adding machine/calculator and CRT.Extreme verbal and written accuracy pertaining to specifications, catalog numbers, prices, quantities, etc.Excellent.Specific job requirements or physical location of some positions allocated to this classification, may render the position security/sensitive, and thereby subject to the provisions of Section 51.215 Texas Education Code.
