PURPOSE: To provide the technical expertise and high-level decision-making required to support and advance the software functions of a computer installation. Responsible for maintaining an excellence both in software systems programming and in the analysis of the relationship and interaction of system components.

DUTIES AND RESPONSIBILITIES: Directs the generation and maintenance of the installation's software systems. Conducts studies of projected enhancements in hardware and software, and presents recommendations to management. Supervises performance measurement and evaluation of the computer system. Determines and directs performance improvement activities. Participates in all phases of total system planning and in the generation of justifications and specifications for facility requirements and enhancements. Directs system software projects. Plans and supervises training of systems software personnel. Performs related duties as required. Presents technical briefings. Participates in formulation and implementation of installation standards and procedures. Attends professional conferences. Serves as Acting Manager of Software Systems as directed.

REPORTING RELATIONSHIPS: REPORTS TO: Receives direction from Manager of Software Systems or from the Director, working independently within broad guidelines. SUPERVISION: N/A SUPERVISION-OTHER: Manages lower classified Software System Specialists and other systems personnel under direction of Manager of Software Systems.

REQUIRED EDUCATION: $education

REQUIRED EDUCATION-OTHER: Bachelor's degree in an appropriate field, or equivalent combination of education and relevant experience.

REQUIRED EXPERIENCE / COMPETENCIES-OTHER: REQUIRED EXPERIENCES/COMPETENCIES: Four years of experience in systems programming, with at least three years in software related to that in use by the installation, and one year in supervisory capacity. OTHER REQUIREMENTS: Exacting accuracy is required. Working conditions are considered acceptable, but occasionally require working non-standard hours. Specific job requirements or physical location of some positions allocated to this classification, may render the position security sensitive, and thereby subject to the provisions of Section 51.215 Texas Education Code.
