Hammond, the son of a farming family, grew up in nearby Bedford before attending Sam Houston Normal Institute in Huntsville and became an educator. Because of the poor quality of the Arlington Public School, he was persuaded by Arlington citizen E. E. Rankin to co-found Arlington College in 1895. When the college faced financial problems in 1900, however, Hammond sold his interest in the school.
