Federalwide Assurance (FWA)

What is an Assurance? As assurane is a contract between the institution, the Department of Health and Human Services and the Office for Human Research Protections. The agreement also identifies the institutional official (IO).
It assures that all of the Institution's human subjects research activities, regardless of whether the research is subject to federal regulations, will be guided by the ethical principles in: (a) The Belmont Report: Ethical Principles and Guidelines for the Protection of Human Subjects of Research, and (b) other appropriate ethical standards recognized by federal departments and agencies that have adopted the Federal Policy for the Protection of Human Subjects, known as the Common Rule.
It requires that all UTA human subjects research undergo the same review processes whether the research is funded or not and regardless of the funding source (e.g., intramural, extramural, federal, or non-federal funding.)
Approved through the Office for Human Research Protections (OHRP):
An institution engaged in human subjects research that is conducted or supported by any agency of the U.S. Department of Health and Human Services (HHS), must have an OHRP-approved assurance of compliance with the HHS regulations (45 CFR 46.103) for the protection of human subjects.
