Center for Environmental Excellence
The Center for Environmental Excellence at the Division for Enterprise Development serves the public through relevant environmental projects funded by regulatory entities such as the Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ) as well as projects sponsored by other private and public entities. Offices and staff resources in Houston and Austin, in addition to our Arlington location, support a variety of these efforts (active project highlights below).
Houston Local Air Program (LAP)
Compliance-related tasks are conducted regarding Stage II Vapor Recovery Systems and Underground Petroleum Storage Tanks located within the City of Houston. Results of required tests and investigations are reported to TCEQ and to the regulated entity as evidence of compliance or notice of violation. Investigators also provide technical assistance to regulated entities or to the public related to these topic areas.
Zero Waste Network
The Southwest Network for Zero Waste is a group of environmental professionals dedicated to finding money-saving options for conserving our natural resources. As part of a nationwide network, we work to identify pollution prevention options for large and small businesses as well as consumers and are able to provide you with high quality pollution prevention information.

Sanitary Sewer Overflow Initiative
Texas Water Utilities Association
Through a partnership with the Texas Water Utilities Association (TWUA), training materials and resources are being developed to provide water and wastewater operators with the necessary knowledge and skills to ensure the quality of public drinking water and the water utility infrastructure.
Erosion and Sediment Control
Under contract with the Texas Department of Transportation (TxDOT), classroom training and reference materials were developed and are being delivered to agency employees throughout the state. This training is also made available to Texas cities and counties through Federal grant funding and to private contractors for a fee.
