The fundamental elements of traffic -- the driver, the vehicle, and the roadway -- are considered and then extended into studies of streams of traffic flow.  Techniques of conducting traffic engineering studies, including methods of measuring speed, volume, and density, are covered along with methods for the determination of capacity and qualilty of service on freeways and rural highways (uninterrupted flow facilities). Parking and crash studies are also included.

Methods of traffic regulation and control optimization.  Traffic laws, motorist communication by means of traffic control devices, and the design and operation of both fixed time and actuated traffic signals at intersections.  Analysis and design techniques for intersections using capacity and level of service concepts.  Credit will not be granted for both CE 4313 and CE 5331.  Prerequisites: CE 3302; and CE 3301 or concurrent registration therein.
