J.-C. Chiao received his B.S. degree in the Electrical Engineering Department, National Taiwan University in 1988, M.S. and Ph.D. degrees in Electrical Engineering at California Institute of Technology in 1991 and 1995, respectively. From 1995 to 2002, he was a Research Scientist in the Optical Networking Systems and Testbeds Group at Bell Communications Research; Assistant Professor at the Department of Electrical Engineering, University of Hawaii, Manoa; and Product Line Manager and Senior Technology Advisor with Chorum Technologies. Dr. Chiao joined the University of Texas at Arlington in 2002. Currently, he is Janet and Mike Greene endowed Professor and Jenkins Garrett endowed Professor of Electrical Engineering and Joint Biomedical Engineering Program at UT-Arlington, and Adjunct Associate Professor of Internal Medicine at the University of Texas Southwestern Medical Center.

Dr. Chiao has been chairs/co-chairs of several international conferences, chair and vice chair for the IEEE MTT-S Technical Committee TC-10 Biological Effect and Medical Applications of RF and Microwave, member/vice-chair/chair in the IEEE International Microwave Symposium, RFMEMS, and Biological and Medical Technology TPRC committees. Dr. Chiao has been with the editorial board of the Journal of Nanomedicine: Nanotechnology, Biology and Medicine; and an associate editor for ASME Journal of Nanotechnology in Engineering and Medicine.

Dr. Chiao has published and edited numerous peer-reviewed technical journal and conference papers, book chapters, proceedings and books. He holds 5 patents in RF MEMS, MEMS optical, liquid crystal and wireless medical sensor technologies. Dr. Chiao was the recipient of 2011 Lockheed Martin Aeronautics Company Excellence in Engineering Teaching Award; 2011 Tech Titans Technology Innovator Award; 2012 Research in Medicine award in the Heroes of Healthcare; 2012 IEEE Region 5 Outstanding Engineering Educator award; 2012-2014 IEEE MTT Distinguished Microwave Lecturer; and the 2011 Edith and Peter O'Donnell Award in Engineering by The Academy of Medicine, Engineering and Science of Texas.

Tiny Turbine

In the world of tomorrow, charging your cell phone could be a breeze.

Last year electrical engineers J-C Chiao and Smitha Rao, and their University of Texas at Arlington team, developed a prototype of a wind turbine—half the size of a grain of rice—that could be integrated into future electronics. Made from durable metal alloy and connected by tiny wires, it would deliver a tiny burst of energy to compact devices—think smartphones, not refrigerators—that need quick juice.

It’s the latest mobile-technology idea aimed at making power outlets obsolete. Solar backpacks that charge handheld devices already exist. Next up? A new generation of wearable energy sources could include solar-powered fabrics and wind-powered hats that restoke a phone battery. —Daniel Stone

The 2011 Edith and Peter O'Donnell Award in Engineering

J.-C. Chiao, a pioneer in the integration of multidisciplinary research fields covering electrical and mechanical engineering, optics, microfabrication, nanotechnology and biotechnology for clinical medicine, is a Professor of Electrical Engineering at The University of Texas at Arlington, graduate faculty in the Biomedical Engineering Program, and an Adjunct Associate Professor of Internal Medicine at The University of Texas Southwestern Medical Center at Dallas. He received his Bachelor of Science in Electrical Engineering from National Taiwan University and his doctorate in Electrical Engineering from California Institute of Technology under Professor David Rutledge.

J.-C. served as Research Scientist in the Optical Networking and Testbeds group at Bellcore (now Telcordia), Assistant Professor of Electrical Engineering at University of Hawaii - Manoa, Visiting Professor at Tohoku University and RIKEN, and Product Line Manager and Senior Technology Advisor at Chorum Technologies. He joined UT Arlington in 2002. J.-C. has published and edited numerous peer-reviewed papers and proceedings. He holds 4 awarded and several pending patents in RF MEMS (radio frequency microelectromechanical system), optical MEMS, liquid crystal and medical devices. He chaired six international conferences, co-founded the American Academy of Nanomedicine, served on the editorial board of the journal Nanomedicine: Nanotechnology, Biology and Medicine, and served as Associate Editor for the Journal of Nanotechnology in Engineering and Medicine. J.-C.’s research works have been recognized in the RF MEMS fields and millimeterwave components.

J.-C.’s current research focuses on utilizing MEMS techniques and telemetric electronics in the development of miniature implantable sensors and devices to monitor physiological parameters for diagnosis and provide therapeutic treatment in clinical applications for conditions such as gastroesophageal and neuro-disorders, and novel assays to assess the potential risk of developing metastasis in cancer patients.

Members of the University of Texas Arlington's electrical engineering department are set to begin using animals to test an RFID-based system that would replace the wired sensors currently employed to diagnose gastroesophageal acid reflux. The department has been working with the University of Texas Southwestern Medical Center for the past two years to develop a device that would allow doctors to monitor a patient's reflux condition wirelessly.

Research began in summer 2006, when Cao and two colleagues, under the direction of UTA electrical engineering professor Jung-Chih Chiao, were carrying out a project on the evaluation of gas sensors. Cao discovered he could use such a sensor to detect exhaled air from a distance of about 50 centimeters.

… The team found inexpensive sensors that could be used inside the bars of what Chiao described as a "smart crib." The wireless device would give off a signal that would allow nurses in a hospital to identify which baby was having trouble breathing, even in a room full of infants, Cao said. The team has not been able to test the device on babies, but in the lab it has been successful every time. Cao tested it by holding his breath as if he were a baby. The next step is to test it on a robot. Although other monitors are on the market, this device is unique because it detects carbon dioxide, Chiao said…..

An Easier Way to Measure Reflux Dallas (WBAP)- Engineers and doctors have come up with a device that may one day replace the catheter which is now used to tack acid reflux. The wireless chip uses radio frequency identification, or RFID, technology which is also used to track inventory for businesses. The chip can be implanted in the esophagus, where it sends electronic impulses about the kinds of liquids that move through. The chip is a joint venture between doctors at UT Southwestern Medical Center in Dallas and engineers at the University of Texas at Arlington.

Drs. Chiao, Tang and Tibbals were interviewed about the GERD sensors. The interview was aired at the 5PM and 10PM evening news on June 5th 2007.

Texas is uniquely blessed with a thriving network of research institutions and an inventive spirit that propels us forward in scientific advancements and technology breakthroughs. We attract world-class talent, and we are able to realize the full potential of their work because of our state's leading institutions' commitment to work collaboratively. These strengths have enabled Texas to establish an innovation infrastructure that we must continue to strengthen and expand in order to maintain our leading edge. Ten remarkable individuals in Texas are Nobel Laureates, and their contributions are changing the way we live. Dr. Michael Brown and Dr. Joe Goldstein of UT Southwestern Medical Center won the Nobel for their work on cholesterol metabolism 25 years ago. Today, they are making an equally important contribution by developing future leaders. In 2004, Brown and I co-founded the Academy of Medicine, Engineering and Science of Texas (TAMEST), in part to ensure that the tools for achievement are passed down to our state's burgeoning scientists. After all, we cannot rest on our Nobel Laureates alone. On Thursday at TAMEST's annual conference, the Academy's O'Donnell Awards were presented to honor the next generation of pioneering innovators in Texas. Dr. J.C. Chiao, an electrical engineering professor at the University of Texas at Arlington and adjunct associate professor of internal medicine at UT Southwestern, received the engineering award for developing sensors to test treatments for illnesses that can lead to cancer. Chiao merged his expertise in electrical engineering and internal medicine resulting in this innovative device. Dr. Kim Orth, associate professor in molecular biology at UT Southwestern, received the science award for discovering ways invading bacteria debilitate cells' ability to fight disease. This understanding can improve treatment of infectious and immune-related diseases. I applaud their achievements and look forward to watching their promising careers unfold. One reason for the acceleration of achievement in Texas is that our research institutions collaborate, rather than compete. Prior to the founding of TAMEST, a silo approach to research was prevalent, and institutions were largely unaware of the work being conducted around the state. There was also an element of competition. But now they work cooperatively to maximize the impact of their efforts, hastening the rate of innovations. For example, UT Southwestern, UT-Dallas and UTA are combining the efforts of their top-ranked researchers to develop cutting-edge MRI scanning to help treat brain diseases like traumatic brain injury and Alzheimer's. UTA, in conjunction with the Consortium for Nanomaterials for Aerospace Commerce Technology, is developing nanotechnology applications to recharge PDAs. The technology is also being applied to power unmanned aerial vehicles, or drones, which are increasingly being used by the military in Afghanistan, as well as along the Texas border to detect illicit activity. The multiplier effect of collaborative partnerships has helped establish Texas as an innovation leader nationally. The importance of this work is not lost on Congress. We recognize the long-term value and economic sense of investing in basic research. As savvy farmers know, you can't eat your seed corn. Likewise, America must continue investing in research to foster innovation that fuels the economy. In December, the America Competes Act, legislation to reauthorize the key science agencies responsible for supporting basic research, passed in Congress handily ��" even in our constrained budget environment. I am proud the legislation ��"which falls under the purview of the Commerce Committee, on which I am the ranking Republican ��" was fiscally responsible and eliminates duplicative federal programs, allowing us to focus investment on high-value research. It is my hope that this legislation will provide our research institutions the long-term resources to build on our state's strong momentum. With the combination of Texas' strengths and the tools provided by Congress, I am confident our state will remain the best place in America to live, to work, to think and to create.

Chiao of University of Texas Arlington named Tech Titans Technology Innovators Award Winner

Think of it as a pacemaker for the stomach.

That’s one of the medical devices Dr. J.C. Chiao is trying to bring to market. The device, called a gastric stimulator, could eventually help some of the more than 170 million people worldwide who suffer from gastroparesis, or partial paralysis of the stomach.

The disease often develops in patients with a long history of diabetes or those undergoing chemotherapy.

People suffering from gastroparesis have disrupted digestion, feel nauseated, frequently vomit and aren’t able to get proper nutrition.

With gastroparesis, the patient’s stomach doesn’t move,” Chiao said. “Basically, what we do is we develop a pacemaker to jump-start the stomach.”

The small stimulator Chiao and his team came up with forces the stomach to contract and move food properly. It can be implanted during a 30-minute outpatient procedure through the mouth, using an endoscope, and without surgery, he said.

The device needs to undergo FDA testing, so it will be four to five years before it’s ready for clinical application, he said.

The closest competition for treatment of gastroparesis and other stomach motility disorders is a much larger neurostimulator device that requires a three-hour surgery under general anesthesia and hospitalization afterward, he said. Chiao’s device is smaller than half a postage stamp.

A small controller that mounts on a necklace or belt wirelessly activates the implant to set off weak electrical impulses that stimulate the stomach tissues, making the stomach move to properly digest food.

The device also has applications for obesity control, Chiao said. After a patient eats, the stimulator can make the stomach move in an out-of-synch way to make the patient feel full, he said.

About 171 million people had gastroparesis in 2000 and 366 million are expected to have the condition by 2030, according to the World Health Organization.

Chiao is working with a team of clinicians from the University of Mississippi Medical Center and Texas Health Resources to further the development of the patent-pending device.

In addition to his UT Arlington job, Chiao is an adjunct associate professor of internal medicine at the University of Texas Southwestern Medical Center. His research achievements are multidisciplinary, covering electrical and mechanical engineering, optics, nanotechnology, wireless technologies, biotechnology and medicine.

Dr. Rajeev Jain, a partner at Texas Digestive Disease Consultants and chief of gastroenterology Texas Health Dallas, is working with Chiao on the gastric stimulator.

He’s doing some amazing things with trying to take different technologies and miniaturize them and then apply them where there’s a need in digestive disorders, Rajeev said.

In addition to the gastric stimulator, Chiao has developed implantable sensors that help treat severe acid reflux, sensors to test treatments for illnesses that can lead to cancer, and, in collaboration with other researchers, neurostimulators designed to detect and block pain signals.

Chiao said he has long been fascinated by the promise that engineering holds for medicine.

“I believe that engineering can offer a lot to reduce health care costs by implementing some comfortable and convenient ways to monitor the patient or to treat the patient or to let the patient control their own management of illness,” he said.

Chiao encourages his students to explore a similar career path.

“The medical market is an area of growth,” he said. “We’re all getting older. I believe if a student has a dual talent across engineering and medicine, they are better off for the future.”

An Implantable Wireless Impedance Sensor Capable of Distinguishing Air, Water and Acid in Gastroesophageal Reflux
This work was presented at the 2007 Digestive Disease Week Meeting, Washington DC, May 19-24 2007.

Introduction: Esophageal impedance monitoring is a new technique to detect episodes of gastroesophageal reflux that are both acidic and non-acidic in nature. Currently, the impedance electrodes are placed in a catheter to be inserted transnasally into the patient's esophagus. The electrodes are connected to an external electrical module for power supply and data acquisition. The system configuration is bulky and very uncomfortable for patients during the study (more than 24 hours) and may limit the clinical utility of the monitoring technique. A miniature wireless device that does not require tethered connection is thus preferred for esophageal reflux monitoring.

Methods: Our approach is based on inductive links between two coils. An external coil forms a resonance circuit with an RF (radio frequency) source worn by the patient. A small coil with interdigitated electrodes is implantable in the esophagus to sense the impedance changes. The implant is fabricated on a flexible substrate to attach onto the esophagus wall. The electrode impedance changes in the esophagus, caused by fluid passing, vary the mutual inductances between two coils and can be detected at the external coil outside the patient's body. The signal can be detected by either amplitude or frequency modulation methods. The implant does not require a battery.

Results: The fabricated implantable device has a dimension of 2×2cm2. In vitro experiments were done at 3cm away from the device. The detected signals from amplitude modulation at 1.02 MHz were 11.36 mV, 15.04 mV and 29.26 mV when air, water and simulated stomach acid were on the electrodes, respectively. The measured signal at 850 kHz for air and acid were 8.349 mV and 47.66 mV, respectively. Using frequency modulation, the signal changed from 263 kHz for air to 68.5 kHz for water and 40.5 kHz for acid. The frequency approach is more immune to misalignment of coils and motion artifacts of the patient.

Conclusions: An implantable wireless device to detect impedance changes associated with gastroesophageal reflux was fabricated. The device is capable of distinguishing the reflux of nonacidic and acidic materials. With the wireless approach without the need for a battery, the device can be implanted in patient's esophagus for a longer time with more comfort.

 This TGS program is a summer program for gifted and talented high school students. It focuses on enriching and developing a student's abilities in science and technology as well as exploring the impacts of these fields on past, present, and future societies including ethics, history, and the arts. The Texas Governor's School is a free, intensive summer educational program, open to all qualified resident Texas students who have completed 9th grade, regardless of race, ethnicity, income or background, from all across the state of Texas. Only 152 students from the entire State of Texas were selected in 2007.

    In the world of tomorrow, charging your cell phone could be a breeze.

    Last year electrical engineers J-C Chiao and Smitha Rao, and their University of Texas at Arlington team, developed a prototype of a wind turbine—half the size of a grain of rice—that could be integrated into future electronics. Made from durable metal alloy and connected by tiny wires, it would deliver a tiny burst of energy to compact devices—think smartphones, not refrigerators—that need quick juice.

    It’s the latest mobile-technology idea aimed at making power outlets obsolete. Solar backpacks that charge handheld devices already exist. Next up? A new generation of wearable energy sources could include solar-powered fabrics and wind-powered hats that restoke a phone battery. —Daniel Stone
