Celebrating 50 Years of Excellence: UTA’s Master of City and Regional Planning Program Marks a Milestone at Homecoming 2025

The University of Texas at Arlington's Master of City and Regional Planning (MCRP) program welcomed alumni, faculty, students, and community partners back to campus for a milestone Homecoming celebration honoring the program's 50th anniversary. The event commemorated five decades of innovation, scholarship, and service that have shaped the future of cities across the Dallas–Fort Worth region and beyond.
The evening opened with warm remarks from Dr. Deden Rukmana, MCRP Program Director, who reflected on the program's ongoing commitment to preparing planners capable of addressing complex urban challenges. His welcome set the stage for an event designed not only to celebrate history but to inspire continued academic excellence in the field.
Dr. Ming-Han Li, Dean, and Dr. David Coursey, Chair of the Department of Public Affairs and Planning (PAPL), each delivered opening remarks recognizing the program's evolution, resilience, and far-reaching impact. They emphasized the unique role that UTA's planning program plays in one of the nation's fastest-growing metropolitan regions. This ever-changing urban landscape serves as a living laboratory for planning education and applied research.
A highlight of the evening was Dr. Rukmana's presentation recapping the extensive history of the MCRP program, which began in 1975 as City & Regional Planning (CIRP) in UTA's School of Architecture. Within just a few years, the program earned recognition from the American Planning Association (APA), setting the foundation for continuous growth and accreditation milestones.
Over the decades, the program navigated significant organizational transitions—from its move to the Graduate School in the early 1980s, to its integration within the Institute of Urban Studies, later renamed the School of Urban and Public Affairs (SUPA). The program achieved an accreditation from the Planning Accreditation Board (PAB) in 1988 and has since undergone multiple successful reaccreditations, each accompanied by curriculum enhancements and strategic initiatives that strengthened its academic rigor and professional relevance.
In the 2000s and 2010s, the program expanded its dual-degree options, updated its curriculum, and helped launch UTA's Ph.D. program in Urban Planning and Public Policy. The program's transition into the newly established CAPPA in 2015 marked another significant milestone.
Leadership changes between 2017 and 2024 brought new directions and renewed stability, culminating in the appointment of Dr. Rukmana as program director in September 2024. Across these transitions, the program's core mission—to prepare highly skilled, community-minded professional planners—remained in steadfast.
Additionally, the celebration also included introductions to the MCRP Advisory Council, whose members provide essential guidance, professional insight, and community connections that help shape the program's future. Vince Tam, Chair of the Advisory Council, offered a forward-looking message about the program's evolving role in the region:
"North Texas is growing at an incredible pace, bringing both opportunity and responsibility. As planners, our work shapes daily life—from mobility and housing to sustainability and equity. This advisory council brings together diverse voices to strengthen the program and prepare the next generation of planners for a more livable and resilient metroplex."

As the MCRP program marks its 50th year, faculty and administrators emphasized that the anniversary is not only a reflection on the past but a rallying point for the future. With rapid urban growth, technological innovation, and evolving challenges in housing, mobility, sustainability, and equity, the need for skilled planners is greater than ever.
"The MCRP program has always adapted to meet the moment," Dr. Rukmana noted. "Today, as cities continue to transform, our mission remains clear—to educate planners who can lead with vision, creativity, and a commitment to public good."
