| Whereas | The Department of Education offers all types of teacher education with the exception of Early Childhood development; and |
| Whereas | UTA offers only endorsement in this field rather than full certification; and |
| Whereas | The YWCA facility may provide a beneficial setting for lab practical exercises; and |
| Whereas | UTA needs to promote and aid in student retention; and |
| Whereas | Adoption of a program that includes Early Childhood Development Certification Program that would use the child-care facility at 6th and Center St. as a practical lab setting. |
