| Whereas | All resolutions must pass through Student Congress committees before reaching the Student Congress as a whole; and |
| Whereas | The committee stage is possibly the most important step a resolution takes; and |
| Whereas | Many committee members do not appreciate the importance of their participation; and |
| Whereas | In many cases, resolutions are passed/failed by committees without much thought. |
| Be It Further Resolved That | Committees must submit a form with an explanation of the majority and dissenting (if applicable) opinions; and |
| Be It Further Resolved That | That these forms be filled out by at least 1 representative from the majority and 1 representative from the dissenting members, respectively; and |
| Be It Further Resolved That | This resolution take effect immediately. |
