Whereas There are two distinct types of resolutions that are considered within Student Congress; and
Whereas The first of these types is internal legislation, that which deals only with Student Congress operations & procedures or positions adopted by the Student Congress body on issues (i.e. - no action endorsed within UTA jurisdiction) and both of these catergories do not require a routing slip from Student Congress to the President's Office; and
Whereas The second type of legislation is external, that which requires direct approval from the President and an official routing slip from Student Congress; and
Whereas The above situation has previously led to confusion about resolutions both within and outside of Student Congress; and
Whereas A simple method of categorizing resolutions would clarify the situation for both Student Congress representatives and non-representative alike.
Be It Further Resolved That On all future resolutions, the category of "internal" or "external" be assigned to each resolution by the author(s) or sponsor(s); and
Be It Further Resolved That This information be provided on the standard resolution form.
