BCBSTX Data Breach
Data Security Notice: Blue Cross Blue Shield / Conduent Cybersecurity Incident
The University of Texas System Office of Employee Benefits (OEB) was recently notified by Blue Cross and Blue Shield of Texas (BCBSTX) of a cybersecurity incident involving one of its third-party vendors, Conduent Business Services LLC (formerly Xerox). Conduent provides printing and mail distribution services for Explanation of Benefits (EOB) statements for UT Select and UT Care plan members.
What Happened
Conduent discovered that an unauthorized third party gained access to portions of its network between October 21, 2024, and January 13, 2025, potentially exposing files related to BCBSTX. The incident was contained, and Conduent has since restored and secured its systems with support from cybersecurity experts and law enforcement.
NOTE: The BCBSTX systems were not affected.

Who Was Impacted
The incident may have affected approximately 310,000 current and former UT Select and UT CARE plan members statewide. Information potentially involved includes:
- Name and date of birth
- Address
- Social Security number
- Limited medical claims data (e.g., diagnosis or treatment codes)
What's Being Done
Conduent is mailing notification letters directly to impacted individuals. Each letter includes details about the incident and provides access to complimentary credit monitoring and identity restoration services through Kroll. A dedicated Conduent call center will also be available to assist impacted members once letters are distributed.
