Hiring and Salary Freeze

These guidelines outline what departments need to know when a staff hiring or salary adjustment pause is in effect at UTA. This process supports institutional cost-control efforts while preserving critical operations.

Effective June 16, 2025: No new job posting for affected roles will be approved.

Effective July 3, 2025:

  • TCE will deactivate affected job postings on all recruiting platforms.
  • Any open affected staff positions without a hiring proposal will be deactivated.
  • No new CCRs requesting a new position, salary adjustment, overallocation, supplemental pay, or other salary increases for affected roles will be approved.
  • Accepted offers with start dates on or after July 3, 2025 will be honored.

Exception Request Process

All exception requests must be approved by the Vice President or Dean responsible for the role.

Exceptions will only be granted to address critical staffing needs while maintaining alignment with UTA’s strategic and budget priorities.

 

Moving forward (as of March 1, 2026):

  • Any exception involving a new position or salary increase (including promotions, supplemental pay, or reclassifications) must first be submitted through a Compensation and Classification Request (CCR) for review by the Compensation team.

  • For hires into vacant positions, departments must attach the exception form and approved CCR (if applicable) to the posting request submitted to Talent Acquisition.

IMPORTANT: Both documents must be attached to the posting request submitted to Talent Acquisition to avoid delays.

Frequently Asked Questions

To temporarily pause hiring and salary adjustments for staff positions in alignment with UTA’s financial and strategic goals.

Unless otherwise noted, the freeze applies to:

  • Full-time staff
  • Part-time staff
  • Temporary staff

The freeze remains in effect until further notice and will be communicated by TCE when enacted or lifted.

Positions excluded from the hiring and salary adjustment freeze include the following. Hiring or salary adjustments may continue for the following roles with proper documentation:

  • Faculty
    Employees whose primary responsibilities are teaching, research, and/or service within academic departments. Typically, governed by academic policies and may include tenure-track, non-tenure-track, and adjunct roles. Often funded through state appropriations, tuition revenue, or externally sponsored research.
  • Auxiliary Funding
    Funds generated through self-supporting university services or operations such as housing, dining, bookstores, or athletics. Typically, not sourced from state appropriations or tuition.
  • Student Funding
    Funding derived from student-related sources such as student employment programs, federal or state work-study, or department funds allocated specifically for student worker positions.
  • Grant Funding
    External funding awarded by federal, state, or private agencies for specific projects or research. Positions supported by grant funding are typically limited by terms and duration of the grant.

When a freeze is active:

  • Job Posting Restrictions
    • No new job postings will be approved for affected staff roles.
    • Affected job postings already active may be deactivated across recruiting platforms.
    • Offers accepted before the freeze start date (but starting after) will be honored.
  • Hiring Proposal Review: Any affected job without a completed hiring proposal will be closed or deactivated.
  • CCR and Salary Action Limits
    • CCRs for the following will not be approved:
    • New staff positions
    • Salary adjustments
    • Overallocations
    • Supplemental pay
    • Other salary increases for affected roles
